    Bitcoin Nears $67K as ETF Inflows Grow and Senate Advances CLA…

    Bitcoin climbed toward $67,000 on Tuesday as renewed institutional demand flowed into U.S. spot exchange-traded funds (ETFs) and lawmakers moved a landmark cryptocurrency market structure bill one step closer to becoming law, boosting investor confidence in the sector’s regulatory outlook.

    The world’s largest cryptocurrency extended recent gains after U.S.-listed spot Bitcoin ETFs recorded approximately $727 million in net inflows over five consecutive trading sessions, their longest positive streak in months. At the same time, the Senate Banking Committee approved the Digital Asset Market Clarity (CLARITY) Act by a 15-9 vote, advancing legislation that would establish clearer regulatory oversight for digital assets in the United States.

    Institutional Investors Return Through Spot Bitcoin ETFs

    Spot Bitcoin ETFs, which hold Bitcoin directly rather than futures contracts, have become a key gauge of institutional demand since receiving approval from the U.S. Securities and Exchange Commission (SEC) in January 2024.

    Recent inflows suggest large investors are returning to the market after several months of subdued activity. The latest five-session streak brought approximately $727.3 million into the products, with the final trading day alone attracting nearly $227 million.

    BlackRock’s iShares Bitcoin Trust (IBIT) continued to lead the sector, accounting for the largest share of recent inflows. Total assets managed by U.S. spot Bitcoin ETFs have now grown to roughly $79 billion, underscoring the role regulated investment products play in providing institutional exposure to digital assets.

    When approving the ETFs, then-SEC Chair Gary Gensler emphasized that the agency’s decision should not be interpreted as an endorsement of Bitcoin, stating that while the SEC approved the listing and trading of certain spot Bitcoin exchange-traded products, it “did not approve or endorse Bitcoin.”

    The recent rebound in ETF demand has helped offset earlier outflows that weighed on Bitcoin prices during the first half of the year.

    CLARITY Act Advances in Senate

    Investor optimism has also been supported by progress on the CLARITY Act, one of the most significant cryptocurrency bills currently under consideration in Congress.

    The legislation would establish a clearer division of responsibilities between the SEC and the Commodity Futures Trading Commission (CFTC), giving the CFTC primary oversight of digital assets classified as commodities while leaving securities regulation with the SEC.

    Supporters argue the framework would reduce regulatory uncertainty that has long complicated the development of the U.S. digital asset industry and encouraged companies to expand operations overseas.

    The Senate Banking Committee approved the measure by a 15-9 vote, moving it closer to consideration by the full Senate. With Congress expected to begin its summer recess in early August, lawmakers face a relatively narrow window to advance the legislation before work resumes later in the year.

    Republican Senator Kevin Cramer said lawmakers needed to complete work on the bill, describing regulatory certainty as increasingly important for the industry’s future.

    Representative Bryan Steil, one of the legislation’s leading advocates in the House of Representatives, has argued that the measure would establish a durable regulatory framework capable of supporting long-term innovation in digital assets.

    Regulation and Macro Risks Continue to Shape Bitcoin

    Despite improving sentiment, Bitcoin remains sensitive to broader macroeconomic and geopolitical developments.

    Analysts say institutional inflows have provided an important source of price support, but sustained gains will likely depend on continued demand from ETF investors and further progress on regulatory reform.

    Market participants are also watching whether Bitcoin can establish support above the $67,000 level before attempting another move toward $70,000, a threshold many traders view as an important technical resistance level.

    For both institutional and retail investors, the convergence of stronger ETF demand and legislative momentum marks one of the most constructive periods for the cryptocurrency market in recent months. Whether Congress advances the CLARITY Act before its August recess may help determine if the latest rally develops into a broader recovery or pauses amid renewed regulatory uncertainty.
