    Property complaints surge 50% as AI reshapes disputes

    Property complaints in the UK have increased by more than 50% in the first half of this year compared to the same period in 2024, according to data from The Property Ombudsman (TPO). The surge reflects a fundamental shift in how disputes are being raised and resolved across the sector.

    The rise in complaints is being driven by multiple factors, including greater consumer awareness of rights, housing reform, and the increasing use of artificial intelligence tools to prepare detailed submissions. The trend is placing significant pressure on redress schemes and property businesses operating in an increasingly regulated environment.

    Consumer awareness and regulatory change

    The introduction of the Renters’ Rights Act has contributed to increased transparency and accountability across the housing sector. More consumers are now prepared to challenge decisions and pursue disputes through formal redress channels, according to TPO.

    This shift comes as the sector adapts to new regulatory frameworks, with recent ministerial appointments signalling continued government focus on housing policy. The consequences of non-compliance have become more significant for property businesses, raising the stakes for effective complaint handling.

    AI transforming complaint submissions

    The Property Ombudsman is increasingly receiving complaints that are professionally presented, supported by legislative references and accompanied by extensive correspondence. AI tools have enabled consumers to produce detailed submissions that may previously have been difficult to articulate.

    However, the technology presents challenges. Complaints generated with AI assistance can appear persuasive while potentially overlooking important facts or misunderstanding legal principles. This places greater responsibility on adjudicators to focus on evidence rather than presentation quality.

    The trend mirrors broader technological adoption in the property sector, where AI platforms are attracting significant investment for various applications including lettings management.

    Implications for property businesses

    The changing environment reinforces the importance of robust record-keeping, clear communication and effective complaint-handling procedures for property businesses. Many disputes continue to arise from poorly managed expectations, communication breakdowns or inadequate documentation rather than serious misconduct.

    For independent redress schemes, the challenge involves maintaining quality whilst processing higher volumes. Professional judgement and careful consideration of evidence remain essential, with technology assisting administrative processes but unable to replace experienced adjudicators.

    Outlook

    The Property Ombudsman does not expect complaint numbers to stabilise in the near term. Meeting increasing demand requires continued investment in skilled adjudicators, quality assurance systems and digital infrastructure capable of handling complex cases whilst maintaining independence and consistency.

    The rising complaint volumes and sophistication of submissions represent a structural shift in dispute resolution within the UK property sector, requiring adaptation from businesses, consumer organisations and ombudsman schemes to maintain confidence in redress processes.
