    Springfield City Utilities names Dwayne Fulk to president, CEO role

    The new president and CEO of City Utilities is an internal pick who has been working for the largest municipal utility in Missouri since 2017.

    The CU Board of Public Utilities announced Friday that Dwayne Fulk, most recently serving as senior vice president and chief legal and economic development officer at City Utilities, will move to the top job Nov. 1.

    “I’m honored to be selected as the next president and CEO of City Utilities,” Fulk said in a news release.

    “My focus in the first 100 days will be on developing and implementing a clear transition plan, communicating our progress, and ensuring alignment across the organization. I’m committed to listening to our employees, streamlining processes, and fostering a culture of accountability and collaboration. Through constant engagement with the Board of Public Utilities and our customers, I look forward to reinforcing our commitment to reliable, affordable and sustainable utility services in the Springfield community.”

    A national search was launched after Gary Gibson, in the role since 2019, announced plans to retire in early 2025.

    City Utilities serves more than 125,000 customers with electric, natural gas, water, broadband and transit services.

    Fulk has more than 30 years of legal and business leadership in mergers and acquisitions, corporate government, and strategic government.

    In his current role, he oversees developer services, economic development, legal and government relations, electric reliability compliance, internal auditing, and environmental affairs. He serves as a representative of the municipal utility sector on Southwest Power Pool’s Members Committee.

    “We are excited to welcome Dwayne as our new president and CEO,” board chair Kristin Carter said in the release. “His experience within City Utilities and his commitment to the Springfield community position him well for the opportunities and challenges we face in providing our community with safe, reliable and affordable power generation for the future. We are confident that under his leadership, City Utilities will continue to thrive and serve our customers with excellence.”

    Fulk has served as president of the Springfield Metropolitan Bar Association, Rotary Club of Springfield and the Greater Ozarks Chapter of the American Red Cross.

    His starting annual salary will be $400,000.
